Put the "Update stats now!" button somewhere in the Perfomancing interface.

Updating stats once in 4 hrs is ok for analysing statistics, but is too long period for experiments. I'd like to be able to quickly evaluate if I plugged the Metrics in correctly, if it logs particular post titles, etc

P.S.
And create the Metrics category in issues :)

It updates once an hour. The

It updates once an hour. The reason for this is so we can process millions of records, updating as and when people wanted to would be unworkable, it would limit how many accounts we could handle and the size of those accounts.

Development environment?

Do you mean, that it is too difficult to update stats for a single account? It's a pity, quick testing when installing/tweaking the Metrics would be handy.

we can't think as developers

we can't think as developers of accounts in isolation what one user does can have impacts on the others. data is written to logs and are processed hourly, giving random read access would invalidate the performance gains of that strategy. what we might be able to do is make the data process more often than once an hour but we are not at that point yet.

Setup test ...

I think Artem is more talking about some 'setup test'. Maybe there could be a separated process which just checks upon request if data arrives.

Would that be a thinkable compromise!?

PayPal developer central

PayPal has special developer site, where you can simulate the money transactions, test how well your web-site implements the PayPal protocols without transferring the real money.

Of course, to establish this kind of development server (+simulation services) there should be a reasonable demand for it. It might be possible some time later, but probably not very soon.
